Analysis of Comparison of Functional Traffic Levels Before and After the Construction of Aloha Flyover

The construction of the Aloha Flyover aims to alleviate congestion on Jalan Raya Waru due to increasing vehicle volumes. This study evaluates the changes in functional traffic performance before and after the flyover construction using analysis based on [1]. and modeling with the KAJI program. The results indicate a significant improvement in traffic flow efficiency, evidenced by a Level of Service (LOS) shift from category D to B and an increase in vehicle speed. From an economic perspective, the analysis demonstrates that the flyover construction is beneficial, with a positive Net Present Value (NPV) and a Benefit-Cost Ratio (BCR) greater than 1. These findings serve as a reference for decision-making in urban transportation infrastructure development
